All-In Clark County

Implementing the Plan

Scientists agree on one thing: we have less than a decade to dramatically reduce greenhouse gas emissions to avoid the worst impacts of climate change. The All-In Community Plan was developed to spark immediate action to meet the County’s climate goals. Over the next three years, the County is leading on three priority, cross-cutting strategies that are foundational to the overall success of climate action in Southern Nevada:

1. All-In Regional Collaboration: Facilitate a regional approach to climate planning and to provide support for government and agencies to implement actions in the All-In Community Plan and other regional plans. 

2. County-wide Climate Education Program: Launch a comprehensive, coordinated education and outreach program to enhance climate literacy and educate community members about opportunities to take action.

3. Energy “Program Stacking”: Create a one-stop shop that can collect funding across a wide variety of programs to drive energy efficiency in existing buildings.

Guiding Principles

All-In’s Guiding Principles were selected to represent the intentions of the All-In Clark County Initiative while also reflecting the core values of the community: 

  1. Equity
  2. Transparency
  3. Greenhouse Gas Reduction
  4. Economic, Environmental, and Social Resilience

This framework was used to evaluate actions for inclusion in the All-In Community Plan and County Operations Plan, and can also be used as a decision-making tool for the County for future projects. Actions that had the potential for the highest impact in the four guiding principle areas became priority actions for All-In Clark County.

Community Engagement

To ensure that the plan truly reflects the needs and priorities of the region, residents and stakeholders were engaged during every step of the process. The County conducted one of the most expansive community engagement processes of any County project in recent memory, integrating the expertise, insights, and lived experiences of community members into the planning process through best practices.
